Default Lenght of say for US citizen?

I want to stay as long as possible on my next visit to the Philippines. What is the longest time I can stay as a US citizen in the Philippines?

As a tourist you can extend your Visa up to 2 years.

you enter the country and your stamp is valid for 21 days. Before it expires you need to go to any immigration office to get a visa waiver to extend your stay to 59 days.

Than you can extend your Visa always for 2 month up to a total stay of 2 years.

Yes......but the rule is not exclusive for US nationals , it also applies to tourists from 149 other nationalities (per Bureau of Immigration).. Bureau of Immigration, Philippines - General Information

Is there a special rules for US citizens balikbayans in term of length of stay in the Philippines? Because I saw in the immigration at NAIA that there are seperate lanes for balikbayans, OFWs and tourists.
