3 weeks in April - May

Hello All,

This board is great I was hoping you could help me with planning my trip to the philippenses. it might be a bit long so I am sorry in advac...
I am going to arrive to Manila on 18/04 and I have more then 3 weeks till 10/05. there are a few places I would like to visit but I am afraid that I want too much...
I was thinking to start with north Luzon for a week (Sagada, Banaue and Taal ) are there other places in this area ? what is the best way to get there ?
then I am thinking about:
1. Palwan ( El Nodo )
2. Borcay
3. Cebu
4. Bohol
I think that the 4 island are too much for 2 weeks, which of the 4 will you suggest to skip ? how should I plan my trips meaning with which island should I start? can you please tell me which are the top places on each island?
I know it is a lot to ask but I really appreciate you help here..
BTW,
when the latest should I book all the domestic flghts?
